WHAT DOES LIVE BROADCAST MEAN?

I have tried using numerous browsers, and oddly at the time these days the blue button came on Fb, but After i clicked it, it just went spinning. I did a speedtest and have 90+M upstream and downstream. I am managing OBS 31.0.one, nevertheless, I don't remember if that update
